Bush but-not-exactly-Bush plants faulty documents, forgeries that are subtly wrong.
These documents, while truthful in content, become important for their suspected falsity.
A forgery; truthful in content: a forgery.
And that became the story: Dan Rather shamed, Bush vindicated.
