Restaurants are for entertainment and my question is whether or not they're so valuable that they ought to be allowed to be bad employers. And they are bad employers.

... are they valuable to a culture? They're bad places to work, when allowed to be. They're good places to meet, for people who can afford it. That doesn't include people who work in restaurants.
