China announced a plan to outlaw plastic shopping bags in grocery stores and shops.

Notable is that Ireland imposed a levy on plastic bags in the year 2002, requiring shops to charge 15 euro cents per bag for customers who request one.

In late 2007, a debate arose in Ireland about the imposition of a higher tax on automobiles of larger engine size.

The debate, of course, involved the question "what can a small country like Ireland do?"
